Captain Jay Caputo, U.S. Coast Guard, Chief of Fisheries Law Enforcement Policy for the U.S. Coast Guard, is a 1995 graduate of the U.S. Coast Guard Academy and holds a master’s degree in marine affairs from the University of Rhode Island. A previous commanding officer of the USCGC Campbell (WMEC-909), she has more than 11 years of sea duty on both coasts. She is a transgender service member who has served openly since June 2017.
