It has been deemed advisable to print the Prize Essay at once in the present number of the Proceedings, and to publish the discussions thereon in the next number, in order to allow ample time and full opportunity for the preparation of criticisms or remarks.
It is earnestly desired that all MSS. of discussions be forwarded to the Secretary and Treasurer not later than May 20th, 1891.

Having carefully read the five essays submitted in competition for the prize offered by the Institute for the year 1891, we have the honor to announce that, in accordance with Section 2, Article XI, of the Constitution, the prize is awarded to the essay bearing the motto “A man’s a man for a’ that,” by Ensign A. P. Niblack, U. S. Navy.
Honorable mention is accorded to the essay bearing the motto “Occasionem cognosce,” by Lieutenant R. C. Smith, U. S. Navy.
