Lieutenant Andrea Howard, U.S. Navy, is a Blue crew division officer on the USS Ohio (SSGN-726). Following her graduation from the U.S. Naval Academy in 2015, she was a Marshall Scholar at the University of Oxford and King’s College London, where she focused on the intersection of technology, security, and diplomacy in weapons of mass destruction policy.
