Lieutenant Howard, a surface warfare officer, commissioned in 2013 after graduating from the U.S. Naval Academy, where she majored in political science and economics. She has served on board the USS Cape St. George (CG-71) and Donald Cook (DDG-75) while FDNF-E. At present, she is the flag aide to the Chief of Naval Personnel in Washington. She earned a master’s degree from the Johns Hopkins School of Advanced International Studies in 2019.
