Dr. Barber is Professor of Political Science at the Chicago Undergraduate Division of the University of Illinois. A graduate of Oberlin College, he served in the Naval Reserve during World War II and was assigned to the Joint Intelligence Center, Pacific Ocean Areas, at Pearl Harbor. He is the author of Foreign Policies of the United States (Dryden Press, 1953) and of The U. S. in World Affairs, 1955 (Harper, for the Council on Foreign Relations, 1957) and has been a visiting lecturer at the Naval War College and at the Army War College.
