By Captain Richard Burr, U.S. Navy (Retired) ,is the Naval Air Systems Command Director for Threat and Target Systems at the Naval Air Warfare Center Weapons Division in Point Mugu, California. He is a former test squadron commanding officer and completed three operational tours in the F-14 Tomcat and A-6E Intruder during combat operations in Iraq and Bosnia/Serbia before retiring in 2011.
